The City of Pittsburgh has officially passed an ordinance adding “Housing Status” as a protected class under local fair housing laws.
This means landlords can no longer deny applicants solely because they have no rental history, were previously homeless, or have lived in transitional housing.

Here’s what this means for property owners:
Screening must focus on current qualifications—income, references, and rental behavior—not just history.

Blanket denials or automated application filters based on “no prior landlord” may now be considered discriminatory.

This change aligns with the city’s broader effort to make housing access more equitable and reduce barriers for vulnerable populations.
